项目摘要

・球磨川流域豪雨災害の被害拡大要因およびメカニズムの解明を目指し、2022年度はとりわけ人吉市に照準を定め、被災者らを含む住民団体と共同でこれまでに収集した映像データや証言の分析といった市民調査に取り組んだ。山田川下流・駒井田町周辺から下青井町にかけての時間経過に伴う氾濫水の流れの変化などを図示し、相対的に低地である福川下流などを中心に補足調査を実施し、議論を重ねた。その中で、雨の降り方にくわえて樋門や支流からの内水氾濫、ならびに微地形や道路・家並みや水路も命を奪う流れを生じさせていた事実が見えてきたことから、4月には日本環境会議九州大会・分科会で住民団体と共同で、6月には球磨川流域圏学会で、成果の一端を報告した。7月以降は、洪水が生じた際の降雨データを取りつつ雨量と氾濫したエリアの現地視察、豪雨後の支流上流部の山間部視察や川辺川の濁水原因調査を行なうなどして、ミクロ・マクロそれぞれの被害拡大要因群の要素や被害の種別を洗い出すことを試みた。・2022年8月に策定・公開された球磨川水系河川整備計画に向け、4月以降公聴会やパブリックコメントが行われていたことから、「流域のあらゆる関係者と協働」を標榜した球磨川の流域治水でどのように市民参加を担保するのか、公聴会の参加者による音声記録データを提供してもらうなどして現状の把握に努めた。整備計画策定後は、被災者らによる国・県に対する申入れの参与観察を延べ5回実施、2022年12月に熊本県主催「新たな流水型ダムの事業の方向性・進捗を確認する仕組み」のオンライン傍聴および担当者への電話インタビューなどを行ってきた。その結果、実効性ある市民参加や協働の実態は見受けられず、被災者ら住民からの疑問に応えうる情報開示にも後ろ向きと評せざるを得ない状況を確認することとなった。
