湖沼環境は流域内の様々な活動の影響を受けるため，湖沼保全政策の対象範囲は広く，湖沼流域内の環境問題は多岐にわたる．また，住民の価値観が多様化する中，住民による政策評価(重要度)を踏まえて湖沼保全政策を検討する必要があり，各湖沼の保全計画の中でも住民参加の必要性が言及されている．しかし，それらの政策は基本的には専門家委員会や行政内部で評価され，評価における住民関与は極めて限定的である．本研究では，湖沼保全政策に対する住民と専門家(審議会)・政治家(県議会)・行政(予算)との間の政策重要度の差異を確認する，また，新たな政策評価手法の有効性を確認することを目的とする．2022年度の進捗状況として，本研究で対象とする琵琶湖，八郎湖，宍道湖の湖沼政策に関する関係資料（湖沼保全計画や水質保全計画など）を収集し，施策と事業を抽出した．また，3つの湖沼で共通のアンケート項目を作成するため，各湖沼での実施事業を踏まえて，政策分野（水質・生態系・水産資源・漂着ごみ・森林整備・景観・観光振興・環境教育など）を設定した．一方，公共政策の評価手法や市民参加型の評価について，先行研究や書籍の文献調査を行い，それらの知見を踏まえて湖沼政策各分野の重みを定量的に把握するための調査項目案を作成した．ただし，2022年度は新型コロナウイルス感染症の動向が不安定であったため，現地視察を実施することができなかったため，次年度はその結果を踏まえアンケート調査項目を確定し，実施する．

The lake environment is affected by the activities in the basin, and the scope of the lake conservation policy is different. The environmental problems in the lake basin are different. In the process of diversification of the value of the inhabitants, the policy evaluation of the inhabitants (importance) was carried out, and the necessity of the participation of the inhabitants in the conservation of the lakes was discussed. The policy is based on the internal evaluation of the government, the internal evaluation of the government, the evaluation of the residents 'relations and the internal evaluation of the government. This study identifies differences in the importance of lake conservation policies among residents, politicians, and administrators. The relationship between lake conservation and water quality conservation plans is collected and policy initiatives are developed. 3. The establishment of common projects in lakes and marshes, the implementation of projects in lakes and marshes, and the setting of policy divisions (water quality, ecosystem, aquatic resources, floating land, forest preparation, landscape, light revitalization, environmental education). On the one hand, the evaluation method of public policy and the evaluation method of citizen participation type are carried out in the process of literature survey of books in advance, and the investigation project plan is prepared according to the knowledge and understanding of each field of lake policy and the importance of quantitative control. In 2022, the trend of new infections was unstable, and the results of field inspection were determined and implemented in the next year.
