项目摘要

本研究では，住民評価を踏まえた湖沼保全政策の検討を進めるために，湖沼流域の現状に対する住民評価と評価に影響を与える要因および住民評価と専門家評価の差異とその要因を明らかにすることを目的としている．2022年度の成果として，琵琶湖流域と霞ヶ浦流域における流域や湖内の状態を「大変良い」～「大変悪い」の6段階と「わからない」の選択肢によって，評価を把握した．流域の自然環境について，湖内・湖辺域の環境，湖辺の植生，森林の状態，生物多様性について定量的に把握し，その結果を琵琶湖と霞ヶ浦の両流域で比較したところ，両湖沼で同様の傾向が見られた評価項目として，アオコやごみ，外来魚の状況を悪いと評価した回答者が比較的多かった．一方，霞ヶ浦の評価結果では10項目のうち，ほとんどの項目において約10%以下の回答者のみが「大変良い」「良い」と回答し，「どちらかと言うと良い」を含めると30-40%の回答者が比較的良い評価であった．琵琶湖の評価では項目によって評価が大きく異なっていた．具体的には，北湖や河川の水質については50％以上の回答者が比較的良いと回答したのに対し，南湖の水質や漁獲量について比較的良いと回答した割合は約20%であった．ただし，霞ヶ浦の水質についてはそれ以外の項目よりも比較的悪いと回答した割合が顕著に多かった．また，両流域とも「わからない」と回答した割合が比較的多く，項目によるこの割合の差異の理由についても検討する必要がある．一方，評価に影響を与えると考えられる項目として，琵琶湖もしくは霞ヶ浦流域への関心や居住地域への愛着や人の繋がりについて把握したところ，霞ヶ浦流域の回答者の方が地域住民との結びつきを強く感じている傾向が見られた．今後の分析では，各湖沼流域の評価に影響を与える要因について，モデルを設定し，検証を行っていく．

This study aims to explore the impact of the current status of the lake basin on the assessment of the residents and the differences between the assessment of the residents and the assessment of the family. The project is being evaluated by the Ministry of Foreign Affairs. More than 50% of the respondents answered well, while the South Lake and the river caught well, about 20% answered well. The water quality of Xiapu is different from that of other projects. The reason for the difference between the two items is that the answer to the question is necessary. On the one hand, the evaluation of the impact of the project and the study of the project, Biwa Lake and the Kasumura River Basin and the care of the living area and the love of the people and the grasp of the situation, Kasumura River Basin and the answer to the direction of the regional residents and the strong sense of the trend. In the future, the analysis will focus on the impact of lake basin assessment and the main factors, such as the setting of lake basin assessment and the implementation of lake basin assessment.
