沿岸資源の持続可能な利用は、人類の生活基盤の一つである。しかし、海洋環境の変化や沿岸開発による水産資源の減少や、貝毒の頻発化・広域化が世界的な社会問題となっている。これまでは、水産資源の減少や貝毒の頻発化等の原因を環境に求める自然科学的研究が主流であったが、近年ではこのような問題の解決には、社会科学的な方法が不可欠であることが認識されつつある。本研究は、この流れに鑑み、社会科学的方法によって、貝類資源を利用する伝統的娯楽の一つである潮干狩りに着目し、沿岸資源の持続的な利用を可能にする社会システムの解明を目的とする。具体的には、海洋環境の変化による貝毒の頻発に対し、大阪府の潮干狩り場で導入・定着している無毒な貝との交換という適応策を取り上げ、その適応策が社会に定着した要因を明らかにするものであり、市民、自治体、運営者・漁業者の三者を包括的に捉えた社会システムの解明を目的としている。3年計画の本研究の初年度にあたる2022年度は、統計調査を活用したデータ整理を行うとともに、研究協力者と対面での研究会を開催し、次年度に予定しているWEBアンケート調査の設問設計の方向性を議論した。本研究では、大阪府の潮干狩り場における貝の交換システムを研究の主対象としているが、隣接県である兵庫県および和歌山県の潮干狩り場利用者数およびアサリ漁獲量の変動を把握しておくことは、大阪府の潮干狩り場で同システムが成立・定着した背景情報として必要である。そのため、兵庫県および和歌山県の統計および漁業センサスを用いて、両県の潮干狩り場の利用状況およびアサリ資源量の変動を把握した。なお、両県の潮干狩り場の利用状況については、現地調査も計画していたが、いくつかの潮干狩り場が開場しなかったこと等もあり、次年度以降、より効果的な調査が行える可能性をふまえ、実施を見送った。
