本研究課題「公立図書館集会室の理念と現実の確執に関する歴史と現状の分析」の目的は、以下の2つである。(1)アメリカ公立図書館の集会室をめぐる具体的事件を取り上げて、アメリカ図書館協会が設定する図書館の基本思想との距離を測ること、すなわち理念と実践との確執を解明することである。(2)それを受けて、図書館の図書部門と集会室部門の思想的な乖離を指摘し、公立図書館としての思想的統合性を目指す必要性とそれへの障害について、学術的研究として論じることである。そのために本研究は宗教グループ、ヘイトグループ、反LGBTグループによる図書館集会室の利用を中心に考究する。具体的な課題は以下の5つである。課題1「ALA（アメリカ図書館協会）の基本文書の研究」、課題2「宗教グループの集会室利用」、課題3「ヘイトグループの集会室利用」、課題4「反LGBTグループの集会室利用」、課題5「図書館の思想的統合性」。本年度は研究全体の土台となる課題1「ALAの基本文書の研究」について、アメリカ図書館協会知的自由部（Office for Intellectual Freedom）が編纂したA History of ALA Policy on Intellectual Freedom（ALA Editions, 2021）を翻訳し、『アメリカ図書館協会の知的自由に関する方針の歴史』（京都図書館情報学研究会, 2022）として出版した。これは図書館や集会室に関する基本文書について、その現状と歴史を解説した公式の編纂物で、本研究の前提を据えるものである。具体的には、『図書館の権利宣言』の解説文である『集会室』、『アメリカの図書館における宗教』、『利用者主催の展示、ディスプレイ、掲示板』などが盛り込まれている。

The purpose of this research topic "Analysis of the history and current situation of the concept and implementation of public library meeting rooms" is as follows: (1)The basic idea of the library is to measure the distance between the library and the public library, and to explain the implementation of the library. (2)In addition, there is a need for academic research, such as the study of the book department and the meeting room department, and the study of the integration of the public library and the university. This study focuses on the use of religious, social and anti-LGBT groups in libraries. Specific topics include the following 5 topics. Topic 1:"Research on the Basic Documents of ALA (Association of Libraries)," Topic 2:"Use of Religious Groups in Meeting Rooms," Topic 3:"Use of Religious Groups in Meeting Rooms," Topic 4:"Use of Anti-LGBT Groups in Meeting Rooms," and Topic 5:"Integration of Library Ideas." This year, we will study the whole of Taiwan. Topic 1:"Research on ALA's Basic Documents" was compiled by the Office for Intellectual Freedom of the Library Association. A History of ALA Policy on Intellectual Freedom (ALA Editions, 2021) was published by the Kyoto Library Informatics Research Association. This paper discusses the basic documents, the current situation, the history, the compilation of formulas, and the premise of this study. The specific explanation of "Library Declaration" includes "Meeting Room","Library Declaration","Religion","User Advocate Display","Library Declaration" and "Display Board".
