これまで、中国の行政機関における文書管理の法整備の状況や、その管理実態は、未知であった。一方、日本国は情報公開法に根拠規定をおいた政令とガイドラインで文書の適正管理に関する法整備が進めてきた。中国で、最初に文書学に関する学部を創設し、博士課程を有する唯一の大学であり、かつ文書管理に関する豊富な資料及び情報を保有する中国人民大学及び同大学の研究分担者と、これまで2度にわたり現地で合同討議を重ねてきた。その結果、彼我の文書管理に関する風土に差異がありすぎ、例えば、日本国では事務室にある「文書」の管理を重視するのに対し,中国ではその逆に公文書館(档案館)にある「歴史史料」の確保と保存を重視するなど、文書に係る風土の違いが次第に明白になってきた。また、法整備においても、中国では文書管理の基準を策定するための「情報と文書に関する標準化全国技術委員会」が設置され、目下作業中であるとのことが、同委員を務める研究分担者からの情報提供で明らかになった。かかる状況下での本研究は、中国人民大学から情報提供を受け,昨年度の北京市档案館に引き続き,今年度は大連理工大学弁公室等で実態調査をした。一方で、中国人民大学の資料提供の基に、文書管理の歴史と、現代中国の文書管理の仕組みとに関する文献を中心にその翻訳作業を急いだ。こうしたパイロット実態調査及び文献調査によって、これまで未知であった中国の文書管理の時代的背景と実態が見えてきた。今後の課題は、中国の文書管理標準の策定を待って日本国の政令・ガイドラインとの比較研究である。

The administrative organs of China are responsible for the legal preparation and management of documents. In Japan, the Law on the Disclosure of Information provides for the proper management of documents. China is the only university in China that has the right to create a doctoral program, and has the right to maintain a wealth of data and information. Renmin University of China and other universities share research and discuss contracts on the spot. As a result, our document management is related to the differences between the two countries. For example, in Japan, the management of "documents" is attached importance to. In China, the "historical materials" are protected. The National Technical Committee for Standardization of Information and Documents in China sets standards for document management, and provides information for the current work. This research is based on the information provided by Renmin University of China, the archives of Beijing City last year, and the office of Dalian University of Technology this year. On the one hand, the foundation of data supply of Renmin University of China, the history of document management, the organization of document management in modern China, and the urgent translation work are included. The background and reality of the times of document management in China are unknown in the investigation of the situation and literature. The future issues are: the formulation of document management standards in China and the comparative study of Japanese government decrees.
