ミクロデータ利用技術研究の目的の一つは、統計機関が調査データの一部又は全部を外部データにより代替することにより、報告者の負担軽減や調査の効率化を図るための技術を開発することにある。本研究においては、統計機関が外部データを利用することにより統計調査を改善するために望ましい制度的枠組みを解明することを目的とした。具体的には、日本における非統計上の目的で収集された行政記録を統計作成に使用することを実質的に促進させる制度のあり方を検討した。現在、総務庁行政管理局は総定員法に基づき総量規制的に定員の査定を所管している。また同局は,スクラップ・アンド・ビルドの原則に基づき、機構の査定を行っている。これに類するかたちで、統計基準部が所管する指定統計及び承認統計の審査についても総量規制方式あるいはスクラップ・アンド・ビルドを導入することが、行政記録の統計利用を促進させる有効な手段として考えられ得る。調査件数、調査客体数、調査項目数に大枠を課することができれば、自ずから各省庁は統計調査に機能的に代替しうる行政記録の統計利用の可能性を模索することになる。ただし、調査統計の審査におけるスクラップ・アンド・ビルド方式の導入にあたっては、調査統計に代替しうる行政記録の多くは税務データであり、公務員の守秘義務が課せられていること等の問題が残っていること、また、行政記録の統計化に際しては、カバレッジや記録の更新時期の問題等が存在することも明らかになった。

The purpose of the research on the utilization of data is to reduce the burden on the reporter and to improve the efficiency of the survey. The purpose of this study is to improve the quality of statistical services. Specific, non-statistical purposes, collection of administrative records, statistical use, and qualitative promotion of the system are discussed. At present, the Administrative Bureau of the Ministry of Foreign Affairs is in charge of the determination of the number of personnel under the General Personnel Law. In the same bureau, the basic principles of the system and the identification of the organization are discussed. The statistical reference department manages the examination of designated statistics and recognition statistics, and the comprehensive quantity regulation method is introduced. The statistical utilization of administrative records is promoted by means of examination. The number of investigations, the number of investigation objects, and the number of investigation items vary greatly from province to province, and from province to province. There are many problems such as the import of investigation statistics, the replacement of administrative records by investigation statistics, the obligation of civil servants to keep secrets, and the updating period of administrative records.
