项目摘要

年次計画通り、最終年度に2つの研究課題に取り組んできた。まず、土地の所有権と資源管理に関するものであり、私有制度と共有制度の違いが森林の質に与える影響を詳細に分析したものである。私有制度対共有制度の実証研究において、先行研究では、所有権を外生的に扱うことが一般的であったが、本研究では所有権の発生が内生的に決まっていることを分析によって明らかにしている。それに加え、衛星画像を用いた詳細なデータを基に、内生性によるバイアスを最先端の推計方法を用いて修正し、所有権の違いが森林の質に与える影響を定量的に示している。分析の結果、共有地と比べ、私有地において森林資源が適切に管理されている傾向が明らかになった。本研究成果は、2014年5月にGRIPSで行われたDevelopment Seminarにて発表し、現在、論文は国際学術誌の査読過程にある。次に、森林コーヒー認証を取得したことによる効果分析である。環境認証が森林保全に効果的であるという理論研究が多くある一方、プレミアム価格によって農地拡大のインセンティブも高まるため、保全ではなく周辺の天然林の減少や森林劣化を誘発させるといった反証もされている。しかしながら、認証による森林劣化への効果を検証した実証研究はなく、議論は平行線をたどっている。そこで、本研究では、認証を取得したことによる森林の質への効果を厳密な計量経済学的手法を用いて明らかにした。研究の結果、認証による負の効果を確認されず、むしろ認証取得によって森林の質が保全されていることが明らかになった。本研究の成果は英語論文としてまとめ、現在、国際学術誌の査読過程にある。上記に加え、GRIPSの大塚啓二郎教授との共同研究に参加し、適切な資源管理に関する論文を完成させた。本論文は、Journal of Sustainable Forestryにて掲載されている。
