特別研究員PD、3年目の平成27年度は、京都大学大学院人間・環境学研究科中嶋節子教授を受け入れ指導教官として、同研究室で研究を遂行した。4月から9月にかけては、地区評議会(CQ)に関する事例研究を行った。パリ、リヨン、マルセイユ、グルノーブル、ブザンソン等の選定した団体について、主にインターネットを用いて情報を収集し、情報を整理・分析した。さらに、京都大学附属図書館において文献を収集した。10月から3月にかけては、日本への導入についての検討を行った。インターネットや京都大学附属図書館において、国・行政・住民団体の現状に関する資料を収集し、整理・分析を行った。最後に、３年間のフランスに関する調査結果を元に、日本への研究結果の導入について検討し、分析を行った。研究成果の発表については、まず、CQによる住民参加型の都市計画による自治の実現について、2015年5月の京都大学におけるThe 2nd Kyoto-Bordeaux Symposium 2015において、"Challenge to Autonomy by Inhabitants in Urban Planning by Area Councils in France"として発表を行った。次に、CQにおける特別の制度運用に関して、モンペリエ市・モントルイユ市・クレテイユ市を対象に、2015年9月に日本建築学会における研究発表「フランスの地区評議会における特別の制度運用に関してーモンペリエ市・モントルイユ市・クレテイユ市についてー」を行った。また、CQの成立基盤となった歴史的背景について、2016年1月に科研研究「都市域と都市制度」研究会において、「近隣民主主義以前のフランス共和制の都市制度の特徴について」として研究発表を行った。
