This project seeks to address the retrofitting and future-fitting buildings in Oxford(shire) through insetting: working title 'FutureFit Area Based Insetting (FABI)'. FABI was conceptualised from the final feasibility report findings from the 'FutureFit One Stop Shop FOSS' project.A FutureFit building is one that has been transformed into its own resilient and flexible energy system. Retrofit implements fabric and energy efficiency, FutureFit takes this a step further to include smart, interoperable generation, storage and control measures. FutureFit is the next step after retrofit and will need to be fully developed outside of the FABI project.59% of Oxford's emissions come from our building stock and the Phase 1 report identified finance for retrofit as a key non-technical barrier. Therefore developing a solution (through insetting) to fund retrofit of buildings and reduce carbon emissions is a key milestone to locally accelerate decarbonisation.However, the city faces significant challenges in decarbonising buildings. Oxford is small and sits in the most rural County in the south of England, with little critical mass available to attract large-scale interventions and investment; its supply-chain is small and fragmented; and it has a very diverse but old building stock.A key barrier identified to be overcome is the challenge SMEs face accessing finance, particularly in current climate of high inflation and energy bills. Our investigation of models to unlock private investment and found significant strengths of FABI for Oxford(shire). This work would build on an existing local vibrant innovation ecosystem in Oxfordshire around carbon and energy issues, and also on our strong track record of attracting funding.Area Based Insetting (ABI), also known as Authority Based Insetting is an alternative to traditional carbon offsetting and insetting. It provides funding for carbon reduction projects, but (unlike traditional offsetting), it ensures that the value of the project funding is retained locally to provide benefit to the local economy and community.For OxfordCC to adopt this innovative facility, a trial period is now required to ensure proof of concept, to develop the internal administrative architecture necessary to enable ABI in Oxford, to develop a pipeline of 'ABI ready' projects, and to engage potential project funders.Establishing FABI will result in a step change in retrofit delivery by attracting private investment for projects that would not otherwise go ahead and by developing a self-sustaining delivery model for local FutureFit One Stop Shops (FOSSs).
