Risk analyses for specific nations or regions require locally-appropriate vulnerability functions in order to accurately represent risk. In addition, cost-benefit analyses for building retrofitting and reconstruction programmes requires determining the increase in building resilience. This involves quantifying the vulnerability pre/post retrofit/reconstruction. In relation to low engineered construction affected by Tropical Cyclone (TC) hazards, recent destructive events and subsequent damage assessments have increased the availability of empirically based vulnerability functions. However, these are limited to specific locations and events and poorly associated to well characterised structural typologies and their response. Moreover, there is very modest evidence from the field of the extent of implementation and performance of specific retrofitting solutions, including their cost. Hence, it is necessary to tackle the above challenges in order to define improved and validated vulnerability functions, and quantify the changes in vulnerability pre/post retrofit/reconstruction.
