Negotiating Labor Under Patriarchal Pandemic Conditions: Female NEET in Tunisia

突尼斯四分之一的人口是未接受教育、就业或培训的青年（NEET），特别容易受到挫折、社会孤立和政治抗议的影响（世界银行，2014年; Maguire，2015年）。据估计，随着COVID-19对全球经济的冲击以及突尼斯经济对青年的打击最大，青年NEET人数将大幅增加（OECD 2020）。对跨学科研究的兴趣日益增长，揭示了用简化的经济解决方案解决当代失业问题的弊端，需要应用跨学科思维来充分解决青年人与工作相关的复杂性（Huang 2016; Kareem 2011，Elyachar 2005; Zouari 2014;Kabbani 2019）。随着人道主义机构在大流行病恢复过程中追求体面工作目标，妇女如何以及通过何种方式跨越社会空间边界进行流动性谈判的问题已成为国际发展领域的一个重要研究焦点。应对将青年观点纳入失业和就业不足政策制定的需要（Barford and Coombe 2019; Barford and Cieslik 2019; O'Higgins 2017;不安的发展2019年），这项研究利用“NEET”作为一个研究类别，并探讨了与突尼斯妇女工作有关的多重职位，旨在提供一个更深入的分析的角度，女性青年NEET方面，他们与就业的关系。

A quarter of Tunisia's population are youth not in education, employment or training (NEET), and particularly vulnerableto frustration, social isolation and political protest (World Bank 2014; Maguire 2015). It is estimated that the number ofyouth NEET will rise dramatically as COVID-19 shocks to the global and Tunisian economy hit youth the hardest (OECD2020). Growing interest in interdisciplinary research reveals the drawbacks to approaching contemporary unemploymentissues with simplified economic solutions, creating a need for the application of interdisciplinary thinking to fully addressthe complexity of the youth experience in relation to work (Huang 2016; Kareem 2011, Elyachar 2005; Zouari 2014;Kabbani 2019). As humanitarian institutions pursue decent work goals in the midst of pandemic recovery, the question ofhow and by what means women negotiate mobility through socio-spatial boundaries has become an important researchfocus for the field of international development. Responding to the need to integrate youth perspectives in policyformation on unemployment and underemployment (Barford and Coombe 2019; Barford and Cieslik 2019; O'Higgins2017; Restless Development 2019), this study utilizes 'NEET' as a research category and explores multiplepositionalities relating to work among women in Tunisia, aiming to provide a more thorough analysis of the perspectivesof female youth NEET with regards to their relationship with employment.
