The objective of this research is to evaluate the extent to which the discretionary planning system causes shortages in housing delivery as assumed in the 2021 Planning White Paper (Barton et al 2021). This research develops a new theoretical framework which adapts and extends Healey's (1997) collaborative planning framework to incorporate current LPA processes. The research tests the assumption that discretion is a main barrier to housing delivery, through the development of a new methodological framework. This adapts Flyvbjerg's (2006) critical case study methodology, with interviews and embedded research through my professional role as an LPA planning officer. The four critical cases selected falsify the assumption of the Planning White Paper that discretion is the main barrier to housing delivery.
