National PETE requests a one-year $398,998 Administrative Supplement to PETE’s FY’23 HWWTP Worker Training grant (NOT-ES-23-007) to continue the excellent work done by PathStone Corporation, Puerto Rico, with outreach and training in Disaster Preparation and Response throughout Puerto Rico, initially enabled with PETE NIEHS FY’22 carryover dollars, funded January to May 31, 2023. PathStone Corporation is a well-established, non-profit, community development, human service, and training organization serving all of Puerto Rico. Aims 1. PathStone Corporation will continue to operate for an additional six months, June 1,2023 to December 31, 2023, the five (5) Disaster Resilience Centers offering Disaster preparedness, response and recovery training and support services in PathStone’s five (5) Farm Worker Program Offices located in Arecibo, Ponce, Naranjito, Coamo, and Juncos. These Offices also serve PathStone’s Senior Program, Emergency Housing, YouthBuild, Re-entry, PathWay Home, EPA, EDA, Farmers & Ranchers, Rural Works, and Health & Safety, programs. 2. Each Center will organize and offer Disaster Preparedness, Response and Recovery training and services throughout the Territory, each Center serving a minimum 100 participants for a total 500 participants served. 3. The Resilience Centers will provide the following training and services for Puerto Rican workers and community members: Disaster preparedness training Disaster response training Disaster recovery training Mental health resiliency training and referrals Personal protective equipment 4. Five (5) Adult Education Coordinators/Instructors, one per region, will be supported 40% time with grant funds to market and deliver training and to work with existing public health, medical care, housing, employment, and community food infrastructure in each region to build referral networks and service systems and to help identify, train, and assist workers and community members. 5. PathStone Corporation will organize courses and collect enrolled participants names, contact information, and demographics. Participants will complete training/service evaluation forms that will be translated and delivered to PETE’s third-party evaluator for impact reporting purposes. 6. National PETE will provide grant management, quality control, evaluation, and NIEHS reporting functions for the project. PETE will also offer 40-hour Advanced Disaster Response training for up to 20 PathStone staff and community leaders identified by PathStone, during summer, 2023, in Puerto Rico.
