The tragic events of September 11th have given every nation of the world renewed concern for its safety and security. However, such an attack on its citizenry is only one dimension in the safety and security of a nation. Disasters are often the result of natural causes such lightning sparking forest fires or heavy spring thaws and rains causing rivers to flood. Above all, it is necessary to prevent catastrophic events but this is not always possible and a nation must accordingly be prepared to face them, respond appropriately and recover swiftly.
