Transportation agencies are increasingly interested in the field of performance measurement based on an expectation that when performance is measured, system management will improve. Strategic performance measures for road investments help link engineering, planning, and investment decisions to organizational vision. Performance measures prevalent in the literature usually do not address the unique transportation needs and constraints in the North. This research will develop system demand based performance measurement tools for engineers - that is, tools that are adaptable to the demands of the unique geographical, social, and economic environment of communities in the Northern Prairie region. Strategic performance measures for Northern road investments will be selected and defined based on extensive stakeholder consultaion and review of technical literature. The data acquisition and integration systems to support the selected measures will be designed and implemented. Processes will be developed to incorporate the new tools into transportation engineering and planning, resulting in better road investment decisions for the Northern Prairie Region of Canada.
