The introduction of phasor measurement units (PMUs) represents a significant shift in the ability of utility companies to monitor and control their assets over a wide area. This is due to two key factors. The first is an unconventionally high reporting rate---typically 30 or 60 frames per second in North America, depending on the standard used. This is orders of magnitude higher than legacy data collection, which relies on scanning individual devices every few seconds (or minutes). The second major benefit of PMUs lies in the utilization of globally-synchronized sampling of system voltages and currents, achieved via GPS-based timing. The goal of the proposed research project is to use these new devices to improve system reliability via 1) enhanced identification of significant system events (e.g., generator or line outages) and 2) wide-area control in reaction to identified events. In addition, the proposal calls for the local installation and testing of a commercial PMU to ensure that the data quality and latency is sufficient. There are several benefits anticipated as a result of this project. First, the ability to quickly identify system events as they occur will provide Hydro One system operators with improved situational awareness, a critical component in preventing power grid failures. Furthermore, development of automatic control schemes that respond to such events will reduce the time it takes for the system to recover and, ultimately, improve overall system reliability.
