本课题将在构建人类命运共同体的背景下，对“南南援助”是否优于“北南援助”的科学问题进行理论机制探索和实证检验。具体研究内容为：（1）梳理国际对非援助历史，整理相关案例，分析和总结各国对非援助的政治经济本质和经济机制，从企业（工人）角度提出并论证中国对非援助相对于发达国家更有利于援受双方经济发展的微观机制。（2）自主建立中国对非援助基础数据库。国际对非援助长时间、跨国跨区域分解匹配到中观区县级层面的援助数据，再对接各国微观企业调查和家庭调查等数据库。对中国对非援助相对于发达国家是否更有助于提高受援国以及援助国企业的经营绩效，工人就业选择等进行因果识别。（3）从“经济距离”的新视角，对中国对非援助相对于发达国家更有效的机制进行实证检验。本研究的结论有助于解答中国对外援助、“一带一路”建设所面临的国际质疑，有助于为“南南援助”和“南北援助”争论提供参考，丰富和扩展援助-增长理论。

Based on the background of building a community with a shared future for mankind, this paper will explore the theoretical mechanism and empirical test whether "South-South Aid" is superior to "North-South Aid". Specific research contents are as follows: (1) combing the history of international aid to Africa, collating relevant cases, analyzing and summarizing the political and economic nature and economic mechanism of various countries' aid to Africa, proposing and demonstrating the micro-mechanism that China's aid to Africa is more conducive to the economic development of recipients than developed countries from the perspective of enterprises (workers). (2) Conducting the basic database of China's aid to Africa. Such as, panel data of international aid to Africa, matching cross-regional China Aid project with enterprise survey data of World Bank at county level. Testing whether China's aid to Africa is more conducive to improving the performance of enterprises (or labors’ employment choices) both in recipient and donor , compared with developed countries's aid, are identified as causal relationship. (3) From the new perspective of "economic distance", this paper empirically tests the more effective mechanism of China's aid to Africa than that of developed countries. The conclusions of this study will help to answer international queries on China's foreign aid and the "One Belt and One Way" construction, and provide an evidence for the debating on "south south aid" and "North South aid", enrich and expand the aid-growth theory.
