城市群已成为区域创新网络发展的重要载体。当前，我国区域创新网络研究在“结构识别、演化分析、效率评价，发展治理”等方面存在不足，而成渝城市群的创新效率较长三角、珠三角等发达地区也有显著差距。随着共生网络成为描述区域创新的有力视角，本课题基于复杂网络和共生理论，运用跨学科方法以成渝城市群为实证对象，以区域创新网络结构指标测度为先导，从“关系”和“结构”二维角度建立区域创新网络的共生演化模型并实现系统仿真揭示区域创新网络的演化规律。基于对区域创新网络结构与演化规律的深度剖析，从“共生状态”和“共生效率”两个维度分别构建评价模型，构建“结构+关系”的综合绩效评价新范式，实现对成渝城市群区域创新网络绩效的综合分析。进而基于评价结果探析区域创新网络协同共生的治理问题，结合协同学思想提出三维治理框架，构建区域创新网络共生治理方案。以期实现对区域创新网络结构指标，共生演化、综合效率的创新评价和科学治理。

Urban agglomerations have become an important carrier for the development of regional innovation networks. At present, China's regional innovation network research is insufficient in aspects such as “structure identification, evolution analysis, efficiency evaluation, development governance”, and the Chengdu-Chongqing urban agglomeration is still lagging behind developed regions such as the Yangtze River Delta, Pearl River Delta regarding innovation efficiency. As the symbiotic network becomes a powerful perspective for describing regional innovation, based on complex networks and symbiosis theory, this paper takes Chengdu-Chongqing urban agglomeration as an empirical object through interdisciplinary methods. Guided by regional innovation network structure indicator measurement, a symbiotic evolution model of the regional innovation network and system simulation are established to reveal the evolution law of the regional innovation network from the twodimensions of “relationship” and "structure". Based on the in-depth analysis of the regional innovation network structure and evolution law, a model is builtand evaluated from the two dimensions of “symbiosis state” and “symbiosis efficiency”, and a new paradigm of comprehensive performance evaluation of “structure + relationship” is constructed to make a comprehensive analysis of regional innovation network performance of the Chengdu-Chongqing urban agglomeration. On the basis of the evaluation results, this paper analyzes the governance of regional innovation network symbiosis, and proposes a synergistic thinking-based three-dimensional governance framework, constructs a regional innovation network symbiotic governance plan, in a hope to achieve innovative evaluation and scientific governance for regional innovation network structure indicators, symbiotic evolution, and comprehensive efficiency.
