发展战略性新兴产业已成为主要国家抢占新一轮经济和科技发展制高点的重大战略，创新联盟知识转移机制是决定战略性新兴产业创新能力的关键问题。本项目在分析战略性新兴产业技术创新联盟知识转移特点基础上，根据联盟创新绩效的影响因素和知识转移过程，将联盟知识转移机制分成动力机制、合作伙伴选择机制、知识转移过程机制、风险控制机制、冲突协调五大机制，综合运用演化博弈理论、组织学习理论、创新理论、社会网络理论和熵权法深入分析各机制运行规律及其相互关系，建立知识转移机制对创新绩效的影响模型。并对四川省56家战略性新兴产业技术创新联盟进行问卷和访谈调研，运用SPSS15.0和LISREL8.72软件，实证研究知识转移机制运行效果与创新绩效的关系，并根据分析结果提出提高联盟创新绩效的技术方法。研究意义在于揭示战略性新兴产业技术创新联盟知识转移机制的微观运行机理，为实施创新绩效管理提供理论依据和改进方法。

At present, development of the strategic emerging industry is thought to be an important key to seize the height of new round economic and technology development. Moreover, knowledge transfer process in the alliance of the strategic emerging industry technology innovation is one of decisive factors on the innovation performance of the strategic emerging industry. On the basis of the analysis of knowledge transfer, alliance of the strategic emerging industry technology innovation, knowledge innovation theory at home and abroad, this project constructed the overall operating mechanism of the knowledge transfer in the alliance of the strategic emerging industry technology innovation. The alliance knowledge transfer mechanism were detailed into knowledge transfer motivation mechanism, partner selection mechanism, knowledge transfer process mechanism, risks control mechanism, conflict coordination mechanism and benefits distribution mechanism, all of which are in deep analysis in terms of connotation, characteristics and operating principles. Then, based on the study of the internal relations of each mechanism's performance and their impact on the knowledge transfer performance, the project constructed an impact model of the knowledge transfer mechanism operating performance on knowledge transfer performance in the alliance of the industrial technology innovation. Meanwhile, the project took advantage of software of SPSS15.0 and LISREL8.72 as well as questionnaires and field research method to discuss relations of the knowledge transfer mechanism operating performance and knowledge transfer performance as evidenced by the empirical research on Sichuan provincial 56 alliances of strategic emerging industry technology innovation. At last, technological ways to improve the operating efficiency of knowledge transfer process mechanism in the alliance are proposed according to the above research results.
