中国制造业集聚和转移的趋势与机制研究：新经济地理学框架时空成本视角

Based on the applicant's earlier finding that the geographic distribution of China's manufacturing industry has shown abnormal changes, this project uses the framework of new economic geography (NEG), takes the perspective of time and space costs (i.e., the spatial cost due to transportation, transaction and congestion and the implicitly included time cost) under the background of technological progress, informatization and knowledge economy, and quantitatively analyzes the dynamic comparison of neighboring areas from multiple dimensions and directions. It attempts to identify the trends of the agglomeration and shifting of the manufacturing industry as a whole and by categories, and analyze the incentives in time and space costs. With empirical and spatial econometric tests, and theoretical innovations via induction, integration and abstraction, this project brings theoretical conclusions on how time and space costs affect the distribution of the manufacturing industry. This project also revises the time and space costs in classical NEG models and builds more meaningful and applicable mathematical models so as to deeply reveal the economic mechanism of the agglomeration and shifting of manufacturing industry under the new background. Finally, this project will be able to offer suggestions to governments of all levels in drafting industrial policies, urban management policies, regional policies, macro regulatory policies and related development strategies to promote industrialization, urbanization and the harmonious development of regional economies.

本项目在前期研究发现中国制造业空间分布格局发生异常变化等现象的基础上，立足于新经济地理学（NEG）理论框架，以技术进步、信息化和知识经济新背景下时空成本- - 即运输、交易和拥挤引起的空间成本及其包含、隐含的时间成本- - 的内涵发生深刻变化为研究视角，充分重视中国大国内部空间的广袤性、差异性和多层次性，从多空间尺度和方向上细化相邻区域动态对比的定量分析，考察求证制造业总体及其行业或类别集聚和转移的趋势并分析其时空成本动因，再加以经验检验和空间计量实证，然后通过归纳、综合和抽象进行理论创新，提出时空成本影响制造业空间分布的理论结论，并通过对经典NEG模型的时空成本修正构建科学意义和应用价值更强的数理模型，以实现对新背景下制造业集聚和转移的经济机制做出更深揭示，最终为各级政府制定促进工业化、城市化进程顺利推进和区域经济协调发展的产业政策、城市管理政策、区域政策和宏观调控政策乃至相关发展战略提供借鉴。

本项目以新经济地理学（NEG）理论为基础，关注技术进步和时空成本变化背景下中国制造业宏观空间分布格局的现状和趋势变动及其经济学内在驱动机制，也对服务业的伴随集聚或发展进行了考察。实证方面，对沿海地区及边远省份的制造业份额下降和以中部六省为中心的范围更广的大中部地区制造业份额上升进行了比较系统的分析，发现并勾勒出制造业空间分布动态调整的“中心－外围”格局，对比较“反常”的天津市的制造业集聚特征，对集聚普遍存在的拥挤外部性和环境外部性,对体育产业和知识溢出特征典型的创意产业、服务业（非制造业）等具体产业开展了有针对性的研究。在上述实证研究基础上，把贸易自由化、知识溢出、空间拥挤、环境污染、劳动力流动、企业异质性、FDI和外向型经济等重要因素特别是涉及时空成本的变量纳入考虑分别构建了多个新经济地理学模型，基于数理逻辑推演了不同条件下的空间集聚规律并分析其福利经济学含义，也部分地进行了实证检验，得到了丰富的政策内涵。.综合项目的整体研究，概括而言，NEG理论揭示的关于产业集聚和转移的循环累积因果机制对中国大陆地区制造业空间分布有着重要影响，市场内生的机制和力量非常强大,产业集聚具有明显的时间上的阶段性和空间上的继起性，但目前还难以把新经济地理学的数理模型直接用于预测现实，不过，及时测度和分析产业空间分布的动态特征并捕捉新的趋势是务实选择，在此基础上运用整体思维在政策方面大有可为。可以预期：近期大中部内陆地区将继续集聚，将成为增长的核心地区，从产业、区域和城市等方面在政策上促进该地区的产业发展顺应市场内在要求，相关政策可能起到“四两拨千斤”的作用；政策应既促进沿海地区的产业结构优化和升级，又助力大中部地区的集聚，推动其工业化和城镇化进程，还要进一步加大对边远地区的扶持力度尽力避免其与其他地区差距的继续扩大。
