建立中国自由贸易港区理论与案例研究

中国自由贸易港区理论与案例研究不仅对落实十九大关于建立自由贸易港的决议具有实际意义，同时也对完善经济地理与学科发展，中国特色自由贸易港理论框架的构建具有重要理论价值。本课题依据文献定量（CiteSpace)与定性分析、访谈、实地考察方法以及GIS技术，对世界自由贸易区发展演化规律与机制以及典型案例经验教训进行系统梳理与归纳总结，并建立自由贸易港区地理数据库；在此基础上，结合实地考察与访谈，建立中国自由贸易港区模糊综合评价模型，并利用该模型分析中国自由贸易试验区发展成果与局限性，进而分析论证建立中国自由贸易港区发展模式与实施路径；最后，以天津为例，分析天津自由贸易实验区发展现状，探讨天津自由贸易港区建设的规划设想与对策建议。

The theory and case study of China's free trade port zone not only has practical significance for the implementation of the 19th National Congress resolution on the establishment of free trade ports, but also has important theoretical value for the improvement of economic geography study, and the theoretical framework of free trade ports with Chinese characteristics. Based on the literature quantitative analysis (CiteSpace) and qualitative analysis, interview, field investigation and GIS technology, this project systematically combs and summarizes the laws and mechanisms of the evolution of the world free trade ports, as well as the experience and lessons learned from typical cases, and will establish the geographical database of the free trade port zone. On this basis, the Fuzzy Comprehensive Evaluation Model of China's free trade port zone combined with on-the-spot investigation and interview will be developed, which will be used to analyze the achievements and limitations of China's Pilot free trade zones, and then to analyze the development model and path of China's free trade port zone. Finally, taking Tianjin as an example, the development status of Tianjin Pilot Free Trade zone will be analyzed, and the planning concept and countermeasures for the establishment of Tianjin Free Trade Port Zone will be discussed.
