推动海洋经济绿色发展是实现我国沿海地区经济社会可持续发展的必然选择。本项目综合多学科理论与方法,系统研究绿色发展视阈下海洋经济效率(海洋经济绿色发展效率)的评价体系、影响因素与驱动政策等核心问题。首先,基于DPSIR理论建立海洋经济绿色发展效率评价指标体系,利用博弈网络GEBM方法构建效率评价模型,并对我国沿海各省区及主要城市进行实证;其次,运用复杂网络建立海洋经济绿色发展效率影响因素的理论模型,探讨因素间的交互关系与传导机制,识别关键因素及其影响关系链并采用空间计量方法进行验证;进而,基于政策链理论设计一套以提升海洋经济绿色发展效率为导向的政策网链结构系统;最后,在政策链范式框架下探寻适应我国沿海不同地区经济社会发展实际的最佳政策路径与对策措施。本项目为海洋经济效率研究提供了一种新的系统性分析框架,为切实推进我国沿海地区海洋经济绿色转型提供了深层次的理论解释与实践支撑。

Promoting the green development of the marine economy is an inevitable choice for achieving sustainable development in China’s coastal areas. The project uses multidisciplinary theories and methods to systematically study several key issues about marine economic efficiency from the perspective of green development (marine economic green development efficiency), such as the evaluation system, impact factors and driving policy. Firstly, based on the DPSIR theory, the evaluation index system of marine economic green development efficiency is established. In addition, the efficiency evaluation model is constructed on basis of the game network GEBM model, and the empirical research is carried out for the coastal provinces and major coastal cities in China, respectively. Secondly, we use the complex network to establish a theoretical model of the impact factors for the marine economic green development efficiency, explore the interrelationship and transmission mechanism between the factors, and identify the key factors and their impact relationship chains, and then use the spatial econometric models to verify the impact effects. Next, based on the policy chain theory, we design a policy chain system that aims to improve the marine economic green development efficiency for China’s coastal areas. Finally, under the framework of the policy chain, we explore the best policy measures for improving marine economic green development efficiency according to their specific development situations for different parts of China’s coastal areas. This project provides a new systematic framework for the study of marine economic efficiency, as well as deep theoretical explanation and practice support for the promotion of the green transformation of the marine economy in China's coastal areas.
