基础设施周边区域“绿色化”的制度分析

在不同国家的制度环境下，基础设施对周边区域的外部性影响存在差异性。把握规划、产权及公众参与等基础性制度在基础设施外部性影响中的作用，寻求合理的制度安排来协调基础设施对周边区域的正、负外部性影响，是实现其“绿色化”发展的重要途径。本项目以中、德两高铁为例，研究内容包括：（1）基于遥感监测与空间分析，客观揭示两高铁对周边区域的正、负外部性影响；（2）从两高铁中各选1个代表性站点进行案例调研与利益相关者分析，通过制度比较与行为实验，厘清两国不同制度对高铁外部性影响的作用机制与差异；（3）围绕揭示的制度作用机制，构建模拟高铁外部性影响的多智能体模型，并通过多情景模拟量化评估两国不同制度对高铁外部性影响的绩效与差异。通过以上研究，本项目将归纳不同基础性制度与基础设施正、负外部性影响之间的传导机制与变化关系，并通过中、德两国比较给出实现基础设施周边区域“绿色化”发展的制度创新或改进建议。

Under the institutional environment of different countries, the externalities of infrastructure on surrounding areas are various. The project aims to find out the role of fundamental institutions such as plan, property rights and public participation in the infrastructure externalities and seek reasonable institutional arrangements to coordinate the positive and negative externalities of infrastructure on the surrounding areas, which is a compelling way for realizing its green development. For that, the project selects two high-speed railways in China and Germany as comparable cases, and the research contents include three work packages: (1) revealing the positive and negative externalities of the two high-speed railways on the surrounding area based on remote sensing monitoring and spatial analysis; (2) choosing a representative station from the two high-speed railways respectively for case study and stakeholder analysis, figuring out the mechanism of different institutions on high-speed railway externalities in two countries as well as their differences through behavior experiments and institution comparison; (3) constructing an agent-based model for the simulation of high-speed rail externalities based on the discover of the mechanism of institutions, and further evaluating the institutional performances on the high-speed railway externalities in two countries as well as their various based on multi-scenario simulations. Through the above research, the project will summarize the conduction mechanism and correlations between different institutions and infrastructure externalities, which then could help to provide policy recommendations or innovation for greening the surrounding areas of infrastructure by Sino-German comparison.
