本项目基于创新管理、风险管理、战略管理、决策科学、系统工程等理论，运用多属性决策、可拓物元法、统计模型、属性测度等方法和技术，构建创新型企业持续创新过程战略风险的决策模型，分析企业家持续创新过程战略风险决策的影响要素，构建创新型企业持续创新过程战略风险预警系统，从而实现创新型企业战略风险决策水平和风险预警能力提升的目的。本项目的研究为我国创新型企业，尤其是西部地区企业更好对战略风险进行决策和预警提供理论依据和政策参考，为当地政府部门支持创新型企业建设提供理论指导和实践范例，为实现创新型国家的战略目标提供坚实的保障。此外，本项目的研究对于深化和完善创新管理理论，丰富和发展持续创新、风险管理和战略管理理论，具有一定的理论价值。同时，从企业家心理、企业家精神、组织结构、企业文化等方面分析影响企业家风险决策影响要素，对于进一步拓展行为决策理论，具有重要的理论价值。

Based on the theory of innovation management, risk management, strategy management, decision-making and system engineering, applying the methods of multiple attribute decision making, extension matter element model, statistical model and fuzzy mathematics, the project selects innovative enterprises as cases to do Empirical research on strategy risk decision-making model for innovative enterprises, aiming at improving the decision-making capability and pre-warming of strategy risk for innovative enterprise under innovation-driven strategy. Tthe research results of the project has a significant value to identify, analyze and evaluate and decide strategic risk for those innovative enterprises in China, especially for those in the western region. Furthermore, this project provides theoretical basis and paradigm for the government to support strategic risk management practice, which provide guarantee for realizing strategic goal of innovative country before 2020. In addition, the research has an important theoretical value in deepening and perfecting the theory of innovation management, sustainable innovation, risk management and strategy management. Upon analyzing the affecting factors of strategy risk decision-making from the perspectives of entrepreneur’s psychology, entrepreneurship, organizational structure and corporate culture , the project also designs the decision-making mechanism and theoretical system of innovative enterprise’s strategy risk management, which has an important theoretical significance to further developing behavior decision-making theory.
