基于CA模型的老龄化医务人员可持续就业能力研究

面对老龄化趋势逐渐加重和“健康中国”战略全面推行的双重挑战，我国卫生人力资源亟需“供给侧改革”。对此，国家相关部门虽然出台了大量措施增加医务人员供给，但收效甚微。提升老龄化医务人员可持续就业能力可以为破解这一难题提供新的思路。在此基础上，基于capability approach（CA模型）探究中国特色的可持续就业能力概念，并完成对其测量工具的开发与检验。其次，抽取代表性医院，使用课题组开发的高信效度量表测量我国医务人员可持续就业能力的现状，分析我国医务人员可持续就业能力的特征和差异性。同时，基于CA模型探究中国情境下医务人员可持续就业能力影响因素，拓展可持续就业能力结果变量研究范畴，为深化我国公立医院改革从人力供给、绩效提升等方面提供新思路。最后，提出提升我国老龄化医务人员可持续就业能力的精准策略，为相关政策出台提供必要实证支持。

To cope with the challenges of ageing population and implementation of "Healthy China 2020", "Supply-side" reform of healthcare workers is extremely called. However, little progress has been made although the Chinese government made great efforts. The enhancement of sustainable employability could provide new insights into how to solve this problem. Therefore, we conduct this study in the following aspects: 1) based on Capability Approach, conceptualize sustainable employability and develop its instrument in the Chinese context; 2) analyze the characteristics and differences of sustainable employability of Chinese healthcare workers using newly developed reliable and validated instrument based on a representative sample; 3) based on Capability Approach, extend the investigation into the determinants and outcomes of sustainable employability to provide new insights into how to improve supplies and performances of healthcare workers; 4) provide empirical evidence for strategies or policies-making on how to improve sustainable employability on the basis of the above research.
