公众对于全球治理理念、规则和权威运行的认同和支持是实现有效全球治理的重要基础。国际政策是落实全球治理的重要载体之一，各国政府与公众对于国际政策的认同是推动政策有效落实和公众参与的前提条件。本项研究聚焦中国公众对于国际政策的态度形成机制，从微观、中观、宏观层次研究公众政策态度的影响因素及其作用机理。通过构建公众政策态度理论模型、识别并阐释影响公众政策态度形成的三大溢出效应及国家情境要素，实现对公众政策态度形成路径的多维观察、描述及模型化解释。项目拟以联合国可持续发展目标（SDGs）作为国际政策样本，结合项目主题开展大规模问卷调查，并充分利用国内外现有系统性调查数据，采取科学的定量研究方法对公众政策态度进行多维度建模与统计分析。本项研究对于揭示中国公众思维特点与态度形成规律，把握社会脉搏和民意形成的路径，弥合从全球治理到地方行动的鸿沟，助力中国推进全球治理变革方面具有重要的理论与现实意义。

Public understanding and support for the concepts, rules and authoritative operations of global governance provides an important foundation for the realization of global governance. International policy is one important pillar for implementing global governance. Public support towards international policies is a prerequisite for effective policy implementation and public participation. This study focuses on the formation of Chinese public attitudes towards international policy by identifying the influencing factors and mechanism of public policy attitudes at the micro, meso, and macro levels. Constructing a theoretical model of public policy attitudes, it identifies three major spillovers and national contextual factors that affect the formation of public policy attitudes, aiming to provide multidimensional descriptions and modeled interpretations of the formation path of public attitudes. Taking the Sustainable Development Goals (SDGs) as a case, this study empirically examines the formation of public attitude towards SDGs in China by using multiple quantitative methods. The data in this project are mainly retrieved from two round surveys and existing database in China and abroad. This study aims to deepen our understandings on characteristics of the public attitude in China and the path of attitude formation. It also contributes to improving action gap of global governance and promoting China's participation in global governance reforms.
