为促进新能源行业的快速发展，顺应国际经济发展的趋势，从根本上解决关键新兴行业发展滞后、发展潜力不足等问题，党中央、国务院及相关部委出台了一系列重大补贴政策。但取得骄人成就的同时，不可否认新能源企业对政府补贴过度依赖，粗放式地发展掩盖了大量行业层面的问题，如战略新兴行业的关键零部件仍然受制于人，大量“低水准”产品的产能过剩 ，市场机制不够完善、相配套基础设施建设没有得到显著提升。基于此问题，本项目以新能源补贴政策效果作为切入点，以“科学评价、精准补贴、有效激励”的为研究目标，尝试构建多维度新能源补贴政策效果评价体系和精准补贴机制，并设计以提升补贴政策效果的激励性监管政策和体系，以期为优化中国新能源补贴政策提供思路和理论依据。

Based on this problem, this project sets the performance of new energy subsidy policies as the starting point, and takes "scientific evaluation, precise subsidies, effective incentives" as the research goal, and attempts to build a multidimensional new energy subsidy policy evaluation system and precise subsidies mechanism, and designs incentive regulatory policies and systems which make sure subsidy policies can come into play, and expects to provide ideas and theoretical basis for optimizing China's new energy subsidy policy.
