同样是我国公共权力部门的依法认定，司法部门认定的"捕前系无业"犯罪人员，在行政部门却查不到失业登记的相关记录。类似失业管理制度缺陷导致的负面影响，就是需要我们立项研究的依据之一。我们拟从城镇登记失业标准向非农失业登记标准转变入手，拟对非农失业登记制度、失业者保险构成要素和同步增长制度、失业心理辅导模式、再就业技能培训模式、再就业契约管理模式等5个方面进行完善设计调研，提出我国非农失业管理制度构成模式的设计研究结论。以期达到对我国非农失业群体的全面覆盖，保障失业者正当权益与社会公共利益的合理关系；明确我国失业管理制度实施的综合平台，保障失业管理有效、规范和国际化；明确失业管理制度合理构成要素，使失业管理与市场配置人力资源机制相互协调，成为非农失业群体与政府相关部门共同认可、与国际失业管理规则能够融合的制度设计。
