社区是城乡生态文明建设的基础空间,承载着生产、消费、服务等多种功能,是实现专业化产业聚集、构建绿色生态圈的最佳组织与管理单元。界定京津冀社区分类及边界,估算社区碳排放及生态效率、凝练社区生态管理模式及转型策略是在城乡融合发展背景下推进生态文明建设的现实命题。本研究就京津冀各类社区发展规律及转型机理、生态效率及制约机制、转型情景及管理策略开展实证研究,集成基础地理信息、实地调研信息和资源环境统计年鉴等多源数据,基于描述统计分析方法和地理信息技术,分析社区的缘起、概念、内涵、分类和边界,刻画社区生态转型研究的理论基础、评价指标、标准导则和发展趋势;根据引入社区碳排放的随机前沿生产函数,评估其生态效率并识别制约因子,设计转型情景并构建社区生态管理绩效评估模型,提炼不同类型社区在不同主导主体下的生态管理模式及转型策略,以求为全国不同类型社区生态转型和绿色发展提供参考范式和决策支持。

Community is the basic space for the construction of urban ecological civilization. It is the best physical unit for the realization of specialized industrial gathering, and the embodiment of production, consumption, service and other functions. It is a realistic proposition to define the classification and boundary, estimate community carbon emissions and ecological efficiency, identify management strategy and transformation path of Beijing-Tianjin-Hebei community to promote new urbanization and ecological civilization construction. This study analyzes the theory and transformation mechanism, the eco-efficiency and driving mechanism, the ecological transformation scenario and influence mechanism of the Beijing-Tianjin-Hebei ecological community, and finally refined the ecological management mode and transformation strategy of the community. The project integrates multiple sources of data such as basic geographic information collection, field research, household surveys and energy consumption statistical yearbooks, analyzes the origin, concept, connotation, classification and boundary of ecological community, and describes the theoretical basis, evaluation index, standard guidelines and development trend of community ecological transformation; Based on the stochastic frontier production function (SFA) to evaluate the eco-efficiency and driving mechanism; Design the ecological transformation scenarios and construct the performance evaluation model of community ecological management; Extract the ecological management mode and transformation strategy of different communities under different dominant subjects, provide reference paradigm and decision support for ecological transformation and green development of communities in China.
