中国国家公园体制建设已上升到国家战略层面。祁连山是国家公园体制改革试点区，生态战略地位显要，生态保护与地区发展矛盾尖锐。对其边缘地带进行空间优化与管控是祁连山国家公园建设成功落地和进行“生态突围”的关键。本研究旨在将祁连山国家公园与其边缘地带视为生态共同体，按照机理剖析-要素体系架构-空间优化模型构建及调适的逻辑序列、形成一条系统科学、可操作性强的国家公园边缘地带空间优化技术路径。研究内容包括：1.祁连山人地关系解读及国家公园功能的跨界运行机理剖析；2.边缘地带空间优化要素的筛选、权重及空间参数确定；3.在要素空间化和空间单元约束等级判定与筛选的基础上进行空间模型的构建、多情景模拟与调适。研究可为祁连山国家公园分区规划和跨界协调管理提供策略建议、为相关地区的空间布局和规划协同提供技术支撑，对国家公园研究的样本拓展和理论扩充具有重要价值。研究具有明确的需求导向性和鲜明的地域特色。

Qilian Mountain is a pilot area for the reform of the Chinese National Park System. The ecological strategic position is conspicuous, and the contradiction between ecological protection and regional development is sharp. The optimization and control of the fringe area is the key to the successful construction of the Qilian Mountain national park and the coordinated development of the region. This study aims to regard Qilian Mountain and its fringe area as an ecological solidarity, and proposes a spatial optimization model with both scientific and operability. The contents include: 1. interpretation of Qilian Mountain's relationship between people and land and analysis of the cross-border operation mechanism of national park function; 2.the selection of the influence factors of the fringe area space optimization and the determination of the weight and spatial parameters; 3. the multi-scenario simulation and correction of the spatial optimization pattern: ideal state, game state and adaptation state. The study can provide strategic advice for the planning and cross-border coordination management of Qilian Mountain national park, provide technical support for the spatial layout and planning coordination of relevant regions, and is of great value to the sample expansion and theoretical expansion of national park research. The research proposes a new way of thinking about the realization of the management objectives of the national park and the matching of functions, and the spatial optimization of the fringe area and the regulation of land use functions, with distinctive cross-cutting features of landscape architecture and urban planning.
