中国工业园区绿色发展是国民经济和社会发展的重大需求,小尺度人地关系调控是园区绿色发展的重要科学问题。项目针对园区发展中面临的经济高质量发展、能源水土地资源总量和强度双控约束、污染防治攻坚战等政策导向和要求,以200余家国家级经济技术开发区为主要研究对象,构建园区经济-能源-水-土地-环境基础数据库,阐明园区人地关系内涵与演变机制;基于GIS揭示园区2007-2016年间经济、能源、水、土地、环境系统分异特征及影响因素;运用STIRPAT模型定量表征园区人地关系子系统之间的非线性相互作用;面向2035年,基于DPSIR模型构建园区绿色发展评价指标和发展目标;设计人地协同多目标优化模型,开展情景分析,提出园区绿色发展战略取向。项目以园区人地关系为核心,研究其绿色发展,具有重大现实意义和应用前景,并可进一步丰富不同区域尺度的人地关系研究,丰富以人地关系为主线的区域可持续发展的理论体系和研究范式。

China’s government has been attaching great importance on facilitating green development of industrial parks, which have crucial contributions to national economic and social development. Human environmental interaction, at the level of the industrial park, is the core research question for the green development of industrial parks. In light of the strong central government’s policy quest featured as high-quality economic development, straight control of resource consumption(including energy, water, and land)both on total amount and intensity, and much strict pollution prevention and control actions, this research aims to reveal the green development strategies of the Chinese industrial parks, by targeting over 200 national economic and technological development areas (NETDA). First, we will establish a database covering economy, energy, water, land, and environment information. Second, a concept model will be proposed to explicit the core connotation of human environmental interaction at the level of the industrial park, and explore the temporal-spatial evolution mechanism of human environmental interactions of the NETDAs. Third, we will explore the differentiation characteristics of economy, energy, water, land and environmental systems in the NETDAs from 2007 to 2016 and their key influencing factors by employing GIS technology. The NETDAs will be classified into different categories based on the performance of development. Fourth, in each category, the STIRPAT model (Stochastic Impacts by Regression on Population, Affluence, and Technology) will be employed to quantitatively characterize the nonlinear interactions between the subsystems of human environmental interactions. Fifth, the vision of green development of different categories of NETDAs and associated metrics will be proposed to assess the performance of green development of the parks towards 2035 based on the DPSIR model. Sixth, driven by achieving synergetic human environmental interactions, a multi-criteria decision-making model will be developed to reveal the strategic roadmap of facilitating green development of the industrial parks, in align with the grand vision of ecological civilization development in China by 2035. This study will have great significance and applicable prospect in the Chinese industrial parks by solving their resource-environmental issues. It can also enrich the scientific research on the human environmental interactions at different regional scales, as well as enrich the theoretical system and research paradigm of regional sustainable development in term of human environmental interactions.
