为了满足西藏高原城市居民不断增长的出行需求和引导低碳化出行，本项目选取拉萨作为典型案例，考虑多学科的交叉融合，剖析西藏居民出行公平与城市道路设计协调的相互作用机理。研究主要包括：（1）基于生活导向探究拉萨居民出行方式选择机理，依据道路交通流组成，建立道路交通流组成与居民出行方式的适配度模型。（2）在分析民族宗教节日期间居民出行行为特征的基础上，研究不同群体出行者的利益分配问题。同时对应急状态下对行人流动态和演化规律进行预研究，重点保障参与节日活动人群出行公平的同时实现节日期间公众的整体出行公平。（3）在公平出行的基础上结合藏地属性对拉萨城市道路的相关配置和布局等进行综合设计，进而建立基于协调设计的指标体系和评价方法。在设计中重点突出民族宗教节日活动主要区域和路段，道路设计的功能性以确保人流集散的安全性和公平性。

In order to meet the growing travel demand of the Tibetan Plateau urban residents and guide low-carbon travel, this project selects Lhasa as a typical case, considers the interdisciplinary integration, and analyzes the interaction mechanism between Tibetan residents' travel fairness and urban road design coordination.The research mainly includes: (1) Based on the life orientation to explore the selection mechanism of Lhasa residents' travel mode, and based on the composition of road traffic flow, establish the adaptation model of road traffic flow composition and residents' travel mode. (2) On the basis of analyzing the characteristics of residents' travel behavior during the national and religious festivals, the problem of the distribution of interests of different groups of travellers is studied. At the same time, pre-study on the dynamics and evolution of pedestrian flow in the emergency state, focusing on ensuring the fairness of the people participating in the festival activities and achieving the overall fairness of the public during the holiday season. (3) Based on the fair travel, combined with the Tibetan property attributes to comprehensively design the relevant layout and layout of Lhasa urban roads, and then establish an index system and evaluation method based on coordinated design. In the design, the main areas and sections of ethnic religious festivals are highlighted, and the functionality of road design is to ensure the safety and fairness of the flow of people.
