环境质量水平不高仍然是困扰中国发展的突出问题之一。环境效率评价方法重点关注决策单元的相对效率，而对低效者未能提出改进措施。本项目将农业、工业、服务业环境效率评价方法和虚拟标杆理论结合起来，并针对区域农业、工业、服务业的低效者怎样协同提高环境效率以及虚拟标杆理论存在问题展开研究。首先，基于带有非期望产出EBM模型，同时兼顾产业污染排放特性，建立农业、工业、服务业环境效率标杆的选择模型。其次，基于EBM模型及投影定理建立农业、工业、服务业投入冗余和产出不足的测量模型；同时构建嵌入性视角的农业、工业、服务业标杆值调整模型。再次，构建农业、工业、服务业环境效率虚拟标杆以及嵌入视角农业、工业、服务业环境效率标杆的经验分析模型；区域农业、工业、服务业环境效率与虚拟标杆的差距分析模型。最后，基于中国省域的数据实证分析农业、工业、服务业环境效率虚拟标杆，并为中国环境效率的提高提供理论依据和精细化管理建议。

The low level of environmental quality is still one of the prominent problems that plagued the development of China. Environmental efficiency evaluation methods focus on the relative efficiency of decision making units, and the measures to improve the inefficiency. This project combines the efficiency evaluation method of agriculture, industry and service industry with the theory of virtual benchmarking, and how to coordinated improve the efficiency of inefficient as well as research on the problems of the three industry virtual benchmarking theory. First , establish the selection model for the efficiency of agriculture, industry and service industry based on EBM model with undesirable output and taking into account the characteristics of the industrial pollution emissions. Secondly，establish a measurement model of three industrial input redundancy and output deficiency based on EBM model and projection theorem. Structure the agriculture, industry and service industry benchmark value adjustment model from the perspective of embeddedness. Thirdly, establish the method of constructing the virtual benchmark of the agriculture, industry and service industry environmental efficiency as well as an empirical analysis model of industrial environmental efficiency benchmarking from the perspective of embeddedness. Establish an analysis model of the gap between three industrial environmental efficiency and virtual benchmarking in different regions ,study on the methods of improving environmental efficiency based on the experience of industrial environmental efficiency benchmarking. Finally, empirical analysis of China's agriculture, industry and service industry environmental efficiency virtual benchmarking based on the data of Chinese provinces，and to provide theoretical basis for the improvement of China's environmental efficiency and meticulous management recommendations.
