“制度-文化”双重变迁下乡村治理体系演变机理与优化研究

乡村治理是国家治理体系的重要组成部分，是推进国家治理现代化的基石。该课题以构建乡村治理新体系为主题，从“制度-文化”二维平行又交互作用影响的视角，论证在“制度—文化”的双重变迁情景下，“德治、自治、法治”三治的内在结构的演化特征，在理论上建立“制度-文化”二维三治乡村治理体系；通过定量数据分析及典型案例研究，验证“制度—文化”与乡村治理体系动态匹配性及匹配效应。对“制度-文化”双重变迁下乡村治理内在主体逻辑关系与体系结构、“制度-文化”双重变迁下乡村治理体系的演变机理、“制度-文化”双重变迁下乡村治理体系的演变效应、“制度-文化”双重变迁下乡村治理体系的优化路径进行研究。通过构建服务于国家治理的“制度-文化”乡村治理概念理论框架，对乡村治理体系中德治、自治、法治三者各种的作用机制及内在平衡关系进行甄别，从实践上践行“二维三治”乡村治理模式，是习近平新时代社会主义理论的发展和实践。

Rural governance is an important part of the national governance and also the cornerstone of promoting the national governance modernization. While the subject of this project is to implement the new rural governance system. Considering the "Regulation-Culture" interaction effect, the project will demonstrate the evolution characteristics of the "Rule of Virtue, Law and Autonomy" mode, together with the change of regulation and culture. And then the project will establish the theoretical “dualistic-dimension &  tripartite-governance" mode rural governance system. In the meantime, through quantitative analysis and typical case study, the project will verify the dynamic matching degree and effect between "Regulation-Culture" mode and rural governance system. In general, the fundamental propose of the project is to study the topics shown below: the logic relationship, internal structure, evolution mechanism, evolution effect and optimized path of the new rural governance, with the change of regulation and culture. As a result, the study will enrich the Xi Jinping Theory of Socialism with Chinese Characteristics, broaden the research perspective of "3-Agriculture" issue, and become the theoretical support for the optimized path design of rural governance.
