农地流转与农民增收：经验证据与政策改革

农地流转是影响农民收入提高的重要因素，通过消除农地流转的制度壁垒，激励农地健康高效地流转是我国政府提高农民收入的重要措施。本项目旨在分析农地流转模式创新与农民增收（经营性收入、工资性收入、财产性收入和转移性收入）间的内在机制，检验限制当前农地流转及其模式创新的制度性因素，探讨促进农地流转，增加农民收入的政策组合创新。在研究方法上，应用制度变迁的“成本—收益”分析方法、案例分析方法、区域比较分析方法、农户决策模型、经济计量模型等方法。研究结论将为农地流转与农民增收的公共政策创新提供科学依据。

Farmland transfer is a crucial contributor to increase farmers' income, so China's government initiates some important measures which aim at reducing the institutional Barrier of land transfer, and inducing effective land transfers. The project will examine the relationship between land transfer modes and farmers' income increase, which can be further categorized into the relationship between transfer modes and agricultural operating income, off-farm wage income, wealth income and transfer income. Based on the analysis of how the current institutional factors impact land transfer and its mode innovation, this project explores the relevant policy design which can encourage land transfer. In order to fulfill the above research objectives, the cost-benefit analysis of institutional change, case study approach, regional comparative analysis approach, farm household decision model, econometric model will be used by this research. The research conclusions from this project are expected to provide some scientific implications and suggestions for public policy reforms in the field of land transfer and farmers' income increase.
