本研究以地方政府土地利用行为为研究对象，基于计划行动理论（TPB）构建分析框架，研究地方政府土地利用行为生成机理，设计中央政府应对策略。主要研究内容：（1）地方政府与中央政府：土地利用博弈分析。建立中央政府和地方政府土地利用博弈模型并进行分析。（2）地方政府土地利用行为：一般分析及计量检验。运用TPB对地方政府土地利用行为进行一般分析。（3）土地财政对地方政府土地利用行为的影响分析及其计量检验。分析土地财政对地方政府土地利用行为的影响，构造时空固定效应模型进行计量检验。（4）"后土地财政"下地方政府土地利用行为分析及其计量检验。分析"后土地财政"下地方政府土地利用行为的可能变化，并进行模拟。（5）地方政府土地利用典型案例解析及其比较研究。通过对福建厦门PX事件等案例的分析，探讨化解土地利用矛盾的应对之道。（6）中央政府应对策略选择。对地方政府土地利用行为进行分类组合，设计中央政府应对策略。

This study try to construct a theoretical model based on Theory of Planned Behavior (TPB) to analyses the formation mechanism of local government land use behavior so as to formulate the responsive strategy for central government to regulate local government land use behavior. The main research contents are as follows: (1) constructing a game model to analyses the relationship between the land use behavior of local government and the relative regulation and policy carried out by the central government. (2) the general analysis and empirical test of the local government land use behavior, based on TPB model. (3)an analysis of the influence imposed by land finance on local government land use behavior. (4) an analysis and simulation of possible land use behavior change undertaken by local government during the "post-land finance" period. 5) a comparative study of the local government land use behavior, based on an anlysis of typical cases such as PX Event,occured in Xiamen, Fjuian Province, etc., and a discussion of the feasible way to solve potential land use conflict. 6)the classification and combination of the type of local government land use behavior in order to formulate the possible options for central government responsive regulative strategy in corresponding with the various kind of land use behavior of local government.
