森林作为陆地生态系统中最大的碳库,在减缓全球气候变暖中具有十分重要的作用。提高森林碳汇效率对缓解环境和经济发展之间的矛盾有十分重要的意义。基于DEA理论,针对森林碳汇效率的投入产出指标数据的区间化,本项目拟探讨可变生产可能集的包络面、有效生产前沿面以及标杆面不等价的原因。通过激励相容模型,从多面有效视角设置可变有效生产前沿面以及标杆面,并利用区间数可能度、回归分析等方法明确包络面、有效生产前沿面以及标杆面的变化规律(包含关系、线性关系、优先关系)。进而提出基于方向距离函数的“偏边际化配置策略”,以保证资源优化配置过程能够兼顾标杆面和决策单元的可变性。本项目还通过协调组内和全局标杆面间的内在联系构建组内到全局的优化配置方案,以实现在资源共享前提下的分配平衡。最后,通过建立有效、可达的资源优化配置方案,为提高中国森林碳汇效率以及平衡林业区域化发展提供决策依据。

As the largest carbon pool in terrestrial ecosystems, forests play an important role in mitigating global warming. The improvement of the efficiency of forest carbon sink can effectively alleviate the contradiction between climate environment and economic development. According to the input-output index data of forest carbon sink efficiency expressed by interval, based on DEA (Data Envelopment Analysis, DEA ) theory, the reasons for the inequivalence of the envelopment, the effective production frontier and the benchmarking of the variable production possibility set are discussed. By Incentive compatible constraint model, variable effective production frontier and benchmarking are set through multiple perspectives. By the possibility degree of interval, regression analysis, the change rules (inclusion relation, linear relation, priority relation) of envelopment, effective production frontier and benchmarking are defined. Furthermore, based on the directional distance function, the "partial marginal allocation strategy" is proposed to ensure that the variability of benchmark and decision-making unit can be taken into account in the process of resource optimal allocation. By coordinating the internal relations between the group and the global benchmarking, the optimal allocation scheme from the group to the global is constructed, so as to realize the allocation balance under the premise of resource sharing. Finally, through the establishment of effective and accessible resource optimization scheme, it can provide decision basis for improving the efficiency of forest carbon sink and balancing the regional development of forestry in China.
