本项目综合运用演化经济理论、经济增长理论、新公共管理理论，以及经济建模、最优化算法、数值模拟等技术手段，以空间一体化、经济一体化和制度一体化的三重演化机理为研究基础，深入解析构建环首都经济圈区域一体化协调发展机制问题。研究内容包括1.空间一体化，引入新增长理论的知识溢出和人力资本变量修正新古典经济收敛模型验证空间外部性对区域经济收敛的作用，以探索性空间数据分析识别空间一体化的演化格局。2.经济一体化，从效率与公平两个层面解决区域经济一体化是否可以实现包容性增长目标，并解析多区域一体化增长的协同演化机制。3.制度一体化，从演化博弈的视角探讨消除阻碍区域经济一体化共同市场形成的行政壁垒。4.在探寻演化机理的基础上，以新公共管理的管治思想构建多元利益主体协同参与的区域一体化协调发展机制。最终，本项目将针对国家"十二五"规划中推进京津冀区域经济一体化发展，打造首都经济圈的区域发展战略提供决策参考。

The project integrated the use of evolutionary economic theory, economic growth theory, new public management theory, and economic modeling, optimization algorithm, numerical simulation technique to deeply analyze the mechanism construction of Capital Economic Circle integration and coordination for the triple evolution of spatial integration, economic integration and institutional integration respectively. The study included: 1). In spatial integration, from the view of new economic growth theory, we introduced the variables of knowledge spillover and human capital to amend the neoclassical economic convergence model and testify the role of spatial externalities act on regional economic convergence. ESDA (exploratory spatial data analysis) was used to identify the evolution pattern of spatial integration. 2). In economic integration, we solved whether regional economic integration could achieve inclusive growth targets from efficiency and equity aspects and identified the co-evolution mechanism of multi-regional integration growth. 3). In institutional integration, from the perspective of evolutionary game theoretic analysis, we focused on how to eliminate administrative bulwark which hinders the formation of common market in the process of regional economic integration. 4). On the basis of the triple evolution mechanism exploration, we drew lessons from new public management ideas of governance to construct the management mechanism which collaboratively participated by multi-stakeholders for coordinated development of regional integration. In the end, the project will provide some decision-making suggestions for policy makers in the context of National Twelfth Five-Year Plan's regional development strategy in which promoting the development of Beijing, Tianjin and Hebei regional economic integration, to build the Capital Economic Circle is required.
