目前，国家对中医药的发展提出了更高的战略要求，如何确定中医药卫生投入重点以更好提高人群健康水平是紧迫的课题。中医药卫生服务效果评价存在的主要问题为缺乏宏观层面的效果评价及评价工具，缺乏对中医药卫生资源投入的探索。若能从时空角度（不同时期、不同地区层面）对中医药的卫生资源运行效果进行宏观、整体、动态的评价，将为全面认识中医药卫生服务作用提供新的证据和方法基础。本研究拟通过采集中医药卫生资源投入与健康产出的指标，应用空间聚集分析横向比较不同地区的卫生资源投入及健康产出的公平性，纵向地比较不同年份各省在这两个变量上的变化情况；应用面板数据计量经济学模型进行平稳性、协整性检验后估算此两者是否存在因果及定量关系，评价中医药不同卫生资源投入方式下其健康产出效果的动态变化，预测其未来发展趋势，为我国未来中医药卫生资源投入重点提供参考依据。该评估方法和工具有望在中医药卫生资源投入效果评估中得到推广应用。

Currently, our country propose a higher strategic requirements for the development of Chinese medicine. How to determine the focus of investment Chinese medicine to better improve population health is an urgent task. The main problems in the effect evaluation of health services in Chinese medicine exist in the lack of macro-level evaluation and assessment tools, and the lack of exploration in health resources investment. It is believed that the health service effects of Chinese medicine can be comprehensively understood and new evidence and methodological basis can be provided by the macro, whole and dynamic evaluation of the health resource operation from the perspective of time and space (different periods and district levels). This study is going to collect indicators of health resources input and health outcomes related with Chinese medicine. By the application of spatial aggregation analysis, the fairness of health outcomes and health resources in different areas can be compared transversely, and these two variables changes in different years can also be explored longitudinally. By the application of econometric models, the causal relationship between health resource input and health outcomes can be estimated after the smoothness and cointegration test; the dynamic changes of health outcomes under different health resource input can be seen; predicting future trends of health resource input and health outcomes is helpful to provide the reference of the health resource input focus in Chinese medicine. The assessment methods and tools are expected to be widely used in the effect evaluation of health investment in Chinese medicine.
