随着中共及各省市军民融合发展委员会及其办公室的组建，我国军民融合发展的治理组织体系基本构建完成。该治理体系横跨军队和政府，依托部门各异，其科层组织具有空间、结构、任务职责等方面的异构性，对组织协同带来了巨大的挑战。本项目将选择中央及黑龙江、四川、青岛、深圳等典型地区的军民融合委员会及其办公室，这些地区的发改部门、工信部门等开展跟踪研究，收集在军民资源共享、重大科技项目协商、新兴产业规划、军民融合创新示范区建设等方面的资料，围绕军民融合发展异构科层治理组织的空间拓扑结构、空间协同治理机制及演化、空间协同治理政策及效果、军民融合空间协同治理措施建议四方面开展研究。本项目的研究能够揭示当前军民融合发展空间协同组织的复杂性特征，验证不同协同治理机制在实现军民融合发展目标中的有效性，解释军民融合发展空间协同政策的原因。并且，研究有助于构建完善科学的军民融合发展空间协同治理机制，促进我国军民融合发展。

With the establishment of the military and civilian integration development committees and their offices, the governance system of the military and civilian integration development in China has been basically completed. This governance system spans the military and the government, and relies on different departments. Its hierarchical organization has heterogeneity in space, structure, task and responsibility etc which brings great challenges to organizational coordination. The project will choose central and heilongjiang, sichuan, Qingdao, shenzhen and other typical regions of civil-military integration committee and office of development and reform departments, industrial and the informationization department to carry out the follow-up study, collected in military and civilian resources sharing, major science and technology, new industry planning, project consultation civil-military integration innovation demonstration area construction materials.The research focuses on four aspects: spatial topological structure, spatial cooperative governance mechanism and evolution, spatial cooperative governance policy and effect, suggestions on spatial cooperative governance for civil-military integration. The research of this project can reveal the complexity characteristics of spatial cooperative organization of current civil-military integration development, verify the effectiveness of different collaborative governance mechanisms in realizing the goals of civil-military integration development, and explain the reasons for the spatial cooperative policy of civil-military integration development. In addition, the research is conducive to the construction and improvement of a scientific cooperative governance mechanism for civil-military integration development and the promotion of China's civil-military integration development.
