中国现有的环境规制政策在有效治理污染的同时，执行过程中也暴露出一些问题，较为明显的是由于政策设计的"不完善"与"偏向性"，部分地区出现简单、粗暴的“一刀切”和“运动式”执法模式，妨碍了市场的正常运行与竞争。公平竞争作为市场经济基本原则，任何政策的设计和执行都应通过其标准审核，但有关环境规制的文献研究和政策制定并未充分意识到此问题。为此，本项目通过融入企业异质性理论，旨在系统探索现有环境规制政策如何作用于微观企业进而对公平竞争产生影响。项目在构建综合数据库基础上，从环境规制影响企业进入和退出、影响规制强度“隐性”差异、影响企业策略性行为三方面，分别进行理论推导、模型构建与经验分析，揭示内在机制与关键影响因素，测度影响效果和贡献度，并充分考虑企业异质性因素以及中国特殊制度与市场环境在其中所起作用，构建“中国化”的理论模型。最终，设计与竞争政策相融合的环境规制政策体系。

Current environmental regulation policy in China handle the pollution effectly, at the same time, also exposed some problems in the implementation process. The obvious phenomenon is rough "one size fits all" and "sports type" law enforcement in some areas due to the incomplete and biased policy design, interfering with the normal operation of the market and competition. Fair competition as the principle of market economy, any policy design and implementation should be through the standard audit, but the literature of environmental regulation research and policymaking has not fully aware of this problem. To this end, this project aims to systematically explore how existing environmental regulation policies can affect the fair competition by integrating the theory of firm heterogeneity. Project will building a comprehensive database on the basis of the entry and exit from environmental regulation affect firms, "hidden" differences affect regulation strength, and impact enterprise strategic behavior three aspects respectively through theoretical derivation. Through model building and empirical analysis, to reveal the inherent mechanism and key factors of influence, to measure effect and contribution of different sources of influence, and fully consider the firm heterogeneity factors and Chinese special system and the role played by the market environment in which to build the theoretical model of "Chinese style". Finally, project will design the policy system of environmental regulation which is integrated with competition policy.
