鉴于多元主体直接介入中小制造企业污染治理的低效性，借助供应链核心企业主导优势，提出多元主体作用于核心企业参与治理的新路径，探讨新路径下中小制造企业污染共治模式与策略问题，助推我国生态环境改善。本项目应用环境治理、供应链协同等理论，从环保刚性约束引致的涟漪效应着手，剖析多元主体作用于核心企业参与治理的介入机理与核心企业进行治理的驱动机制，构建“供应链+多元主体”共治新模式。针对环保意识低下、环保资金短缺等异质性污染根源，明晰不同情形下环保刚性约束对核心企业与多元主体共同治理的影响规律并探析共治机制，进而探讨微观行为与宏观政策相结合的中小制造企业污染治理新工具。建设“供应链+多元主体”共治案例库，在中小制造企业污染治理过程中，给予中小制造企业方向选择与策略支撑，引导核心企业与多元主体共同治理，给出政府环保约束监管的政策启示等。研究将推动中小企业污染治理、供应链运营管理等领域的理论创新与发展。

The way that multiple subjects directly intervene the pollution governance of small and medium-sized manufacturing enterprises is inefficiency, which results in our consideration of the leading role of the core enterprise in supply chain. Taking into account of the core enterprise, this project proposes a new participating path of multiple subjects, where multiple subjects join co-governance through intervening the core enterprise. In a new approach, we discuss the questions about pollution co-governance mode and strategy design in small and medium-sized manufacturing enterprises to improve Chinese ecological environment. Starting from the ripple effect caused by rigid environmental constraints, this program applies the combined theories including environmental governance, supply chain collaboration, etc., to analyze the intervention mechanism of multiple subjects working on the core enterprise and the motivation mechanism of the core enterprise governing production pollution of small and medium-sized manufacturing enterprises, then constructs a new co-governance mode, named “supply chain + multiple subjects”. Aiming at heterogeneous roots of pollution, especially, low environmental awareness and shortage of environmental funds, we clarify the influence of rigid environmental constraints on co-governance behaviors and the co-governance mechanism under different circumstances. And then by exploring micro-behaviors and macro-policies in “supply chain + multiple subjects” co-governance mode, we design some new tools for the core enterprise to reduce production pollution of small and medium-sized manufacturing enterprises. On the basis of aforementioned researches, we build the “supply chain + multiple subjects” co-governance case database, which can provide the direction choice and supporting strategies for small and medium-sized manufacturing enterprises, present co-governance experience and advices for the core enterprise and multiple subjects, and offer leading policies of environmental regulation for government. This research will promote theoretical innovation and expansion in the fields of the pollution co-governance for small and medium-sized manufacturing enterprises, supply chain operation management, and so on.
