地缘经济区存在文化多样性特征明显，但文化多而不聚、聚而不融，合作基础薄弱，知识溢出效应无法充分发挥等问题，对此项目从知识关联视角出发，结合已有研究，重点以东南亚地缘经济区为例，探讨如何在文化外交网状交织条件下促进地缘经济区文化融通及知识溢出效应发挥，进而形成促进地缘经济区发展的文化动力论。首先，通过分析地缘经济区文化外交网络的内部结构，并对不同外交网络结构下的文化多样性及融通度进行测算；其次，通过构建知识溢出对地缘经济区发展的绩效评价体系，深度剖析知识溢出效应对地缘经济区发展的影响程度与范围；再次，结合文化—知识—经济关联模型探讨文化外交网络中文化作用于地缘经济区发展的动力机制，发现文化推动地缘经济区发展的最优路径；最后，根据以上研究结果找出地缘经济区知识溢出效应无法充分发挥的症结所在，为如何在文化外交网络中发挥多元文化交融的知识溢出效应、推动地缘经济区发展及区域一体化进程提出政策建议。

The characteristics of cultural diversity are obvious in geo-economic regions, but such issues as scattered plentiful culture, unintegrated gathering culture, weak cooperative foundation and the lower efficiency of knowledge spillover effects than it should be，are also existed. Therefore, we integrate the previous studies and focus on Southeast Asia geo-economic region, to discuss how to promote the culture connectivity and the knowledge spillover effects of the geo-economic regions in the condition of cultural diplomacy networks from the perspective of knowledge-linkages. And then develop the theory of culture dynamics which facilitating the development of geo-economic. Firstly, we analyze the internal structure of cultural diplomacy networks in geo-economic regions, and measure the degree of cultural diversity and its integration in different cultural diplomacy networks structure. Secondly, we set up performance evaluation system of the role of knowledge spillover on the geo-economic regions, and analyze the influence of knowledge spillover effects in the geo-economic regions, including the degree and scope. Then, we explore the internal mechanism of the function of cultural to the development of geo-economic regions which in the cultural diplomacy networks by combining the “culture- knowledge-economy” linkage model, the project will find out the optimal path to promote the development of the geo-economic regions by culture. Finally, we find out the crux of the ineffective knowledge spillover through the results of above researches, and then provide policy references for full play the knowledge spillover effects of the multicultural interaction and collision, as well as promote the development of geo-economic regions and the process of regional integration.
