发展可再生能源是保障能源安全、保护生态环境、应对气候变化的必然趋势和重要措施。本项目试图从行为、市场和政策三个方面,探寻可再生能源发展的驱动机理和路径,探讨适合我国能源转型的管理理论和方法。在个体行为方面,识别各市场主体的偏好及行为特征,并探讨对可再生能源技术选择、发电成本、市场渗透等方面的影响路径与作用机制;在市场模拟方面,提出基于多智能体的可再生能源参与电力市场模拟方法,通过主体间互动探讨多元主体行为在垂直垄断和多主体竞争市场结构下的表现,包括可再生能源参与市场交易的模式、可再生能源投资水平和激励机制的作用效果等;在政策建模与仿真方面,构建我国可再生能源协同发展集成模型,开发动态多情景政策仿真平台,实现政策模拟与优化,获得不同情景下可再生能源协同发展路径,为促进清洁低碳、安全高效的能源体系转型提供科学依据和政策建议。
英文摘要
Developing renewable energy is an inevitable trend and also an important measure to ensure energy security, protect the ecological environment, and cope with climate change. From the three aspects of behavior, market and policy, this project aims to explore the driving mechanism and path of renewable energy development, and also to discuss the management theory and method suitable for the energy transition in China. From the level of individual behavior, this project identifies the preference of various market participants as well as their behavioral characteristics, and explores the influencing path and mechanism of those characteristics on power generation cost, technology diffusion, and market penetration of renewable energy. From the level of market simulation, this project proposes a multi-agent-based simulation method for renewable energy to participate in the power market. Through the interaction among participants, the behavioral performances of multiple participants are discussed under market structures of both vertical monopoly and multi-agent competition, including the participation pattern of renewable energy in market transaction, the investment level of renewable energy, and the effect of incentive mechanism. From the level of policy modeling and simulation, this project establishes an integrated model for the synergetic development of renewable energy in China, and develops a dynamic policy simulation platform with multiple scenarios. The above model and platform enables policy simulation and optimization, and can obtain synergetic developing paths of renewable energy under different scenarios, which provide scientific basis and policy recommendations for accelerating the clean and low-carbon, safe and efficient transition of the energy system.
