“一带一路”战略,特别是“海上丝绸之路”,为全球港航业带来了新的发展机遇,而港航业产生的大气和水污染历来备受社会关注,我国也将服务高效和平安绿色作为水运发展的重要战略目标。既要保证港口与航运企业降本增效,扩大其国际影响力,又要实现绿色环保的可持续性发展,对港航企业的运营管理及政策科学制定都提出了严峻的考验。本项目立足我国港航业发展现状,以船舶和港口设备的排放机理为基础,结合数理建模、仿真分析与实证研究方法,基于顶层政策设计到底层多利益相关者行为规律建模与决策分析的全局系统研究思路,在理论上建立我国航运系统大气污染物排放空间分布模型,分析其时空演化机理,构建排放控制政策下的港口资源调度、航运网络运营优化、港航节能减排技术投资与更新决策等一系列理论模型,发展与完善政府排放控制政策设计与实施机制理论,在实践上为我们港航企业运营管理和国家排放控制政策制定提供决策支持,实现港航业可持续性发展。
英文摘要
"One Belt One Road Initiative" strategy, especially, the "21st-century Maritime Silk Road" has brought new opportunities for the development of global ports and shipping industries. However, the industry has cause serious air and water pollution over the ocean and inland waterway, which has always attracted the public attention. Nowadays, developing the efficient, safe, and environment-friendly service is one of the important strategic targets for waterway transportation in our country. It not only requires to reduce the operation cost and to increase the service efficiency of the ports and shipping carriers, but also tends to enhance their influence to the world and to achieve the sustainable development with environmental protection. It puts forward a severe challenge to the ports and carriers for their operation management, and to the government for her policy making. Based on the current situation of maritime in China, the project aims to develop the spatial and temporal distribution principal of the emission by unifying the port facilities and ships; to figure out the emission evolution spatially and temporally by combining the mathematical modeling, simulation analysis and empirical research methods; to build the optimization models of the port resource in the schedule and utilization, the shipping network design and operation; to establish the optimal investment mechanism for the energy-saving and emission-reducing technologies. Finally, the project also tends to design the market strategies, such as, the emission trading mechanism, to reduce the emission of the shipping industry, to investigate the regulation mechanisms, such as, the port-ship cooperation, utilization of the shore power, and to develop the emission control policies and their implementation, such as, setting the emission control area. In the practice, the project finally provides the decision support for the government to achieve the sustainable development of ports and shipping industries.
