“互联网+”时代，加速了研究生教育领域的大数据生产，塑造了以人际互动、资源共享、知识跨界为特征的研究生教育管理新形态，推动了研究生教育管理与决策从经验驱动向数据驱动的科学范式转型。本研究以研究生教育资源配置与评价为切入点，聚焦于“互联网+”时代“人-物-知识”融合的研究生教育资源形态、学校形态变革，研究生教育的课程、教学和评价等方式变革，研究生教育的管理创新等问题。通过创新研究生教育管理理论体系，建立数据驱动的研究生教育管理科学范式；基于研究生教育大数据，提出研究生教育资源配置的常态监测技术和动态调整方法，建立“能进能出”、“能增能减”、“能上能下”的资源配置与评价的科学模式；建立融合多源异构海量数据的研究生管理决策大数据分析平台，为“双一流”建设、研究生招生计划制定、学位授权审核等研究生教育管理问题提供决策支持。本研究成果不仅适用于研究生教育管理，还可以推广到整个教育领域，应用前景广阔。

The era of "Internet plus" accelerates the production of big data of postgraduate education, which shapes a new management norm featuring interpersonal interaction, resource sharing and interdisciplinary knowledge. It also triggers the transformation of postgraduate education management and decision-making orientation from experience-driven to a data-driven scientific paradigm. Focusing on resource allocation and evaluation, this study explores the key issues of postgraduate education such as the “people-things-knowledge” integration based educational resource allocation mode, the change of university configuration, the curriculum, teaching, evaluation and the management innovation. A new management theoretical system with a data-driven edcuational scientific management paradigm is proposed; a new method of educational allocation with normalized monitoring and dynamic adjustment technique is validated, which satisfies the need to dynamic ally adjust the allocation and evaluation; a big-data analysing and desion making platform embraing variety and diversity in structure and sources is established. The outcome of this research provides supports to the decision making of the enrolment plan and degree accreditation for postgraduate education and is applicable to a wide range of educational issues.
