根据紧急灾难数据库（EMDAT）统计，近年来世界各地飓风、洪水、流行病等灾害频发，突发公共事件的防控已进入常态化、制度化阶段。在突发公共事件中，掌握着大量市场信息和社会资源的企业不断提升其危机治理能力，成为了政府力量的有益补充。然而，受经营时间缩减、融资渠道匮乏等因素影响，突发公共事件中，企业业务能力持续性骤然下降，企业用于社会责任支出的资金大幅削减，无法持续回应骤然上升的社会需求。传统风险管理理论以组织内部为视角，无法解决突发公共事件中企业决策短视性的问题。本项目拟针对突发公共事件中企业营利下降和社会需求上升这一现实困境，通过对将利益相关者理论应用于企业风险管理的理论研究，政企协同对企业社会责任强度和类型效用的实证检验，构建以外部介入机制、综合决策机制和持续优化机制为核心的政企协同体系，实现突发公共事件中企业决策和政府决策持续改善及企业经济利益和社会发展利益互惠共赢的社会目标。

According to the Emergency Disaster Database (EMDAT) statistics, in recent years, hurricanes, floods, epidemics and other disasters have occurred frequently all over the world, the prevention and control of public emergencies have been normalized. In public emergencies, companies with market information and resources have continuously improved their crisis management ability, which has become a useful supplement to government in crisis prevention and management. Meanwhile, due to factors such as shrinking business hours and lack of financing channels, in public emergencies events, company's operating capacity suddenly declined, resulting greatly reduce of company ’s funds for social responsibility expenditures, thus, unable to continuously respond to the sudden rise of social demands in public emergencies. However, the traditional risk management theory cannot solve the short-sightedness of corporate decision-making from the intra-organization perspective. This project intends to address the dilemma between the decline of corporate profit and the rise of social demand in public emergencies. Through theoretical research on the application of stakeholder theory to corporate risk management, and empirical testing of public-private business partnership on corporate social responsibility intensity and utility, the project aim to build a public-private business partnership system with external intervention mechanism, comprehensive decision-making mechanism and continuous optimization mechanism, achieving the social goal of continuous improvement of corporate decision-making and government decision-making during public emergencies, and a mutually beneficial interests of corporate economic and social development.
