公共文化服务领域开放数据的价值共创机制及实现模式研究

开放科学与数据科学的深度融合将有效地变革公共文化服务的管理模式和运作机制。本课题从信息资源管理的研究视角出发，以推进公共文化服务机构价值共创和知识创新为愿景，重点聚焦开放数据应用这一研究对象，探索数据驱动型公共文化服务中开放数据价值共创的科学问题。通过梳理国内外研究文献及案例，构建公共文化服务领域开放数据价值共创的生态系统理论体系。从保障机制和激励机制两个层面探索开放数据价值共创的核心驱动因素，特别是针对开放数据的资源整合与组织、开放数据平台的用户体验构建及评估、以及开放数据项目的多主体参与及用户激励三个维度进行实证研究。在此基础上，结合行动者网络理论和社会计算实验方法优化公共文化服务领域开放数据价值共创的行动路径，并遵循规范行动研究范式探索数字人文类开放数据应用价值共创的实现模式。预期研究成果有助于为数据驱动型公共文化服务领域开放数据价值共创机制及实现模式提供相应的理论支撑和决策依据。

The in-depth integration of open science and data science will effectively change the managerial model and operating mechanism of public cultural services. This project roots in the field of information resource management, with the vision of advancing the value co-creation and knowledge innovation of public cultural service institutions (e.g., Libraries, Archives, and Museums). The project aims at exploring the value co-creation mechanism of open data applications in the cultural heritage domain. By reviewing the relevant research literature and cases, the project will build a theoretical framework for value co-creation of open data in the field of public cultural services via an ecological view. The core driving factors of open data value co-creation will be investigated from two perspectives: the guarantee mechanism and incentive mechanism. In particular, three dimensions, namely the integration and organization of open data resources, the user experience design and evaluation of open data platforms, and the social participation and user engagement of open data projects, will be empirically examined. Furthermore, the project endeavors to optimize the action path of open data value co-creation in the field of public cultural services by combining the actor-network theory and social computational approach. To this end, the project will adopt the normative action research paradigm to explore the application mode of open data value co-creation in digital humanities. The expected research findings will contribute to the literature on value co-creation in the cultural heritage domain and can yield practical implications for government agencies and cultural heritage institutions to carry out and implement open data activities.
