这是阿拉斯加大学教授Sharman Haley博士提出的一项建议，目的是资助2003年6月19日至21日在阿拉斯加安克雷奇举行的公共行政理论网络会议期间举办的关于“北极社区集体行动的有效地方机构”的研讨会。讲习班的目标是在理论和实践经验、比较观点和当地知识之间，以及科学家、机构从业人员和社区利益攸关方之间，在审查阿拉斯加和加拿大农村的社会经济发展方面开展新的合作。

This is a proposal by University of Alaska Professor Dr. Sharman Haley is to fund a workshop on "Effective Local Institutions for Collective Action in Arctic Communities" in conjunction with the Public Administration Theory Network Conference in Anchorage Alaska, June 19-21, 2003. The goal of the workshop is to develop new collaborations between theory and practical experience, comparative perspectives and local knowledge, as well as between scientists, agency practitioners and community stakeholders in examining socioeconomic development in rural Alaska and Canada.
